Double Violation of E.O. #060310

The following photo of a cyclist (who I assume is named Fred) is a double violation of Siggy's Executive Order #060310. The offending rider, witnessed at Hains Point tonight, breaks #2.7 and #3.1.


I might have to amend the Executive Order to have an "extraneous attachments" rule. I don't even know what to say about the trailer.
